The Journal Technologies Electronic Filing Manager (EFM) allows certified Electronic Service Providers (EFSPs)
to electronically file into various courts across California using ECF 4.0 specifications. This site provides documentation
and certification information.
Certification:
- All vendor applications must follow ECF 4.0 specifications (including NIEM Core 3.2, JXDM)
- Vendors are responsible for constructing proper XML payloads. Journal Tech does not offer technical assistance on how to properly build ECF payloads, SOAP API, REST API calls, etc.
- Vendors must undergo separate certification for each Court they wish to electronically file into (LASC, Placer, etc)
Searchable PDF Documents
E-filed documents must be submitted as text searchable pdf documents. Court clerks may REJECT filings that do not comply with this mandate.
